91st PA--Soldiers Homes (including the National Home for Disabled Volunteer Soldiers)

General information

The National Asylum for disabled Civil War volunteers was established by Congress in 1865, and was renamed the National Home for Disabled Volunteer Soldiers in 1873. (It became known as the National Military Home, and colloquially as the Old Soldiers Home.) It was originally funded by various fines and by pensions, but in 1875 Congress began appropriating money directly for it.

Eleven homes were opened by 1929:

The Eastern Branch, in Togus Maine (1867)
The Northwestern Branch, in Milwaukee, Wisconsin (1867)
The Central Branch, in Dayton, Ohio (1867)
The Southern Branch, in Hampton, Virginia (1870)
The Western Branch, in Leavenworth, Kansas (1885)
The Pacific Branch, in Santa Monica (LA), California (1888)
The Marion Branch, in Marion, Indiana (1888)
The Danville Branch, in Danville, Illinois (1898)
The Mountain Branch, in Johnson City, Tennessee (1901)
The Battle Mountain Sanatorium, in Hot Springs, South Dakota (1902)
The Bath Branch (formerly the New York State Soldier & Sailor Home), in Bath, New York (1929)

In 1930, President Hoover combined the National Home and the Veterans Bureau (created after World War I) into the Veterans Administration.

Leopold Smith, father of Charles Smith (B), was in the Northwestern Branch of the National Home from 27 September 1876 to 15 November 1878 (but based on his own service, and not on his son's).

According to Bates (volume 3, p.168), a John Steinmetz served in company D of the 90th PA, was mustered in 21 November 1861, and was not accounted for; according to the PA Archives ARIAS cards, a John Steinmetz served in company D of the 90th PA infantry, was enrolled and mustered in on 21 November 1861 at Philadelphia, and was 44 years old when he was enrolled]
